According to Calvin Jones at Park Tools, the wrap on the RH side should be wrapped in a clockwise direction from riders point of view, and counter clockwise on LH side. The Park tools video gives step by step instruction.

Right side of the handlebar - you (always) do it counterclockwise! (And on the left side - clockwise.)

He should have started from the top of the handlebars down to avoid using tape to finish which is a messy compromise. There is at least one RUclips video which demonstrates the superiority of this approach instead.
